PARC’s Rezoning and Development Permit Application proposes a Comprehensive Development zoning designation and is aligned with the City of Coquitlam’s Official Community Plan for the Austin Heights Neighbourhood Centre.
City planning & policies
PARC is proposing a 21-storey building within the 25-storey height limit set by C5 zoning.
PARC is requesting the maximum allowable density of 5.5 FSR, which results in 16 affordable suites (adaptable/accessible) for seniors.
Based on independent studies, PARC is proposing 83 underground parking stalls for residents, staff, retail units and guests.
In addition to working closely with City staff, PARC has engaged community and business groups over the past year with a view to better understanding the needs of the Austin Heights area.
Engagement
The initial community engagement began eleven years ago when searching for a suitable site in Coquitlam.
As PARC engages with the neighbourhood, we are better able understand the broader context in which we design, build, and operate.
PARC has become active in The Austin Heights BIA and Tri-Cities Chamber of Commerce.
PARC has reached out to local church and community groups during our planning process.
PARC welcomes ongoing community input and is prepared to respond to any interest expressed by residents, business and/or community leaders.
The Development Application is being reviewed by City staff who will forward a report to Council. Community input is invited before and at a Public Hearings to be held at Council’s discretion.
Timeline
PARC’s initial application was filed in August 2021
After receiving Staff feedback, PARC submitted a revised application on July 7, 2023.
First, second and third reading public hearings are anticipated in the coming months.
Subject to approval of a development permit, additional permits including demolition and building permits must be issued before construction can begin.
The construction period would be approximately 24 months.
